Guidelines and Rules

Mobile Hope’s staff and volunteers work hard to provide a friendly non-judgmental atmosphere at Mobile Hope. We enjoy getting to know our clients, and we appreciate allowing us to be a part of your life.  In order to ensure everyone is treated equally and fairly; rules and standards are put into place to protect the health and safety of all. In order for you to maintain uninterrupted service, and to protect the company’s goodwill and property, each client is asked (upon registration) to sign an agreement that you have read and understand our policies.

By enrolling into the program, you agree to all the rules and requirements set forth by Mobile Hope.


  1. Proof of residency in Loudoun County. (Utility bill, lease, driver’s license, mail with a postmark)
  2. Picture identification
  3. Referral by the Loudoun County Public Schools (LCPS), the Department of Family Services, the faith community or another Human Service Agency.
  4. If a referral cannot be provided, you will need to provide proof of Free or Reduced lunch, WIC recipient, SNAP recipient, Medicaid recipient or a TANF recipient.
  5. A birth certificate must be provided for each child on your application.


  • Mobile Hope’s At-Risk Youth Support program support children and young adults 24 years of age or younger.  Mobile Hope’s Critical Care program is for young adults that are 18-24 years of age and their family.
  • Mobile Hope’s client application can only be completed at our facility – not on our bus.
  • Mobile Hope’s completed client application must be on file before any of our services can be received.
  • Following the completion of our application, a client card will be issued.
  • Your client card must be presented at the time of any visit.
  • Lost cards: A new will be re-issued one time free of charge, 2nd re-issued card will result in a $25 00 pm only.
  • Mobile Hope has the right to refuse services to anyone at any time. Mobile Hope will not tolerate:
    • Fraudulent information
    • You cannot sell any items you receive from Mobile Hope
    • Our staff and our volunteers are here to help you, please be respectful of their help.
  • Please bring your own shopping bags when on the bus or at our facility.
  • You may only receive services on the bus once a month.
  • You may only shop at Mobile Hope for clothing 4 times a year.
  • Mobile Hope’s office and bus are monitored 24/7 with a direct link to local law enforcement.
  • No smoking or any illegal substances are permitted on the property.
  • No cash or drugs are kept on the premises or on the bus.
  • Bathrooms are only available on the main level.
  • You must keep children with you always. Your child’s safety is your responsibility. Our staff is not available to watch your children.
  • Mobile Hope takes no responsibility for any injury or issue that occurs while on site.
  • Out of respect for others that need our services, please make sure you leave the shopping areas tidy. Don’t leave hangers on the ground. Don’t leave clothing you are not taking scattered on the ground.  Hang up unwanted items.
  • Mobile Hope relies on donations in order to provide our services; therefore, we cannot guarantee that we will always have items that you may need.
  • Mobile Hope staff is required to review the items you are receiving before you leave.

Appointments are available:

Tuesday           10:00 a.m. – 3:00 p.m.
Wednesday     10:00 a.m. – 3:00 p.m.
Thursday         10:00 a.m. – 3:00 p.m.

Shopping is limited to 30 minutes

You must make an appointment – walk-ins are not allowed due to our small staff.


Our staff will gladly provide our bus schedule and location sites.
